It's in West Africa, next door to Sierra Leone—blood diamonds, etc.—but, interestingly, Wiki notes:

Liberia is the only country in Africa rooted in U.S. colonization. Beginning in 1820, the region was colonized by blacks from the United States, most of whom were freed slaves.

This VOA piece has more details—apparently, everyone failed the English proficiency test.

..Gotta love the ominous quote from the man in charge of managing and administering the exams:

“For the country as a whole, I think this is a clarion call that we need to all see that the king is moving around naked and not pretend as though the emperor has his finest clothes on,” he said.

The king and the emperor are naked!
