You may recall our old friend Hunter Moore, the 26-year-old insomniac who ran the much ballyhooed revenge-porn site, Is Anyone Up. Moore collected strangers' nudes and republished them without their permission, but with their names, hometowns, and links to their social networking accounts. Many people were very, very angry. Moore did not care.

Then last spring, after a windfall of media attention, Moore pretended to care, shutting down Is Anyone Up, selling the domain name to anti-bullying site Bullyville.com, and avowing a newfound conscience. But that got boring and he's been talking about reincarnating Is Anyone Up ever since.

Two Fridays ago, his personal domain Huntermoore.tv started accepting revenge-porn submissions. Last week, a note was added, declaring the site's intentions:

My name is Hunter Moore and I created Is Anyone Up.com when I was 24 years old. I was broke and sitting on my parents couch in Sacramento, California with -$124 in my bank account. It was for me and my friends to post pictures of girls we were fucking at the time & somehow someone found it and it became what it was. I sold it because i hated what the media turned it into and it could never be what i wanted it to be and always wanted to troll the lame and boring fad that soccer moms love and thats "bullying". We had too many hackers too much overhead and way too many legal problems. This time I am doing it right. We are going to start off by launching with all the old IAU content and all new content. The submission page has only been up for five full days and we've done over 7,000 submission within that time. I am creating something that will question if you will ever want to have kids. I am making something very scary but yet fun. If you remember the old IAU you will have it back but with a mobile APP to go along with it and a very strong social networking site of our community. I hope you are all as excited as i am.

This isn't entirely a new thing. Moore had mentioned a mobile app way back when I'd profiled him at the Village Voice. After shutting down the original site, social-networking became the focal point of his next project. "It's going to be the scariest thing on the Internet," Moore told The Daily in August. "It's ‘Is Anyone Up' on steroids."

A few other aspects of the new site, Moore had told the Daily:

Slated to go live at the end of October, Moore describes it as a mash-up of his old site and elements of Foursquare, Facebook and the anarchic discussion board 4chan.

Like Foursquare, users will get badges and points, some of which will be based on attending real-life events. Like 4chan and Facebook, it will rely on users for content. The site, he said, will be built around a live feed of contributed material.

Also, no anonymity.

One key distinction he makes in comparing the new platform to 4chan, however, is that users will not be anonymous. "What I'm trying to do is take anonymous away from the Internet," he said. "No more anonymous submitting."

That promise seems to have been reneged, as the contract on HunterMoore.tv's submission page implies: "You will not remain anonymous if any of the content you have submitted is illegal or underage."

Who will most definitely not be anonymous are the naked people. The submission page insists no nudes will be posted without social-networking links. Plus, "I'm putting people's house info with google earth directions," Moore Tweeted earlier this month. Related: he's looking to hire armed security.

Will any of this actually happen? Who knows—he also once promised to burn down the Village Voice. But like any good troll, Moore wants you to be scared of the potential.

Update: Moore told the Observer's BetaBeat that yes, his site will include home addresses. "We're gonna introduce the mapping stuff so you can stalk people," he said. Also, "I know—it's scary as shit."
