Kevin Robert Theriault (pictured) had been stalking a woman dressed as the Statue of Liberty advertising a tax service in Tempe, Arizona, flashing her three times in as many weeks, as well as jerking off on the street. And of course, he came back for Tax Day. According to the East Valley Tribune:

Suspecting that Theriault again would expose himself on tax day, police set up surveillance near the area where the woman would be working that afternoon, and shortly after 5 p.m. officers observed a man drive up in his Jeep Liberty, unzip his pants and begin to masturbate after he got out of his vehicle while looking at the woman standing in the parking lot of the business.

Eww. Theriault was arrested for being a total creep and faces a bunch of charges related to such creepiness.
