A new law effective January 1st slaps a $20 fine on the first offense of reading, typing or sending text messages from behind the wheel. Repeat violators will get a $50 fine. The governor's quote: "Banning electronic text messaging while driving will keep drivers' hands on the wheel and their eyes on the road, making our roadways a safer place for all Californians."
