Because the MTA doesn't have other things to worry about, the agency is working on a list of new rules that violators will be fined for breaking, like a new prohibition on propping your feet on a seat.

The subterranean faux pas is one of several peculiarities of subway life slated to be outlawed during MTA board meetings Monday and Wednesday. Bans are also expected on riding scooters or skateboards or wearing skates aboard subways and buses.

Rules of conduct already govern trips on subways and buses. They stretch from the most basic elements of transit system life — say, jumping a turnstile or expelling phlegm on a platform. Some of the odder behaviors are also outlined, like laying down in the middle of the train or sticking one's head out of a train window.

A rule against sticking your head out the window of a subway? You'd think that one sort of carries its own punishment.
